In a medium skillet, heat olive oil, garlic and onions over low heat for about 5 minutes. Add carrots, squash and zucchini to the skillet. Stir and cook for 2 minutes. Remove pan from stove and add oats, cheese and egg. Stir in soy sauce. Refrigerate for 1 hour. Put a little flour on a large plate. Make 3-inch diameter patties out of the cooled mixture. Dip both sides of the patties in the flour. Place patties on a greased broiling pan. Broil for 5 minutes on each side.
