For the dressing, in a small bowl combine mayonnaise, milk, mustard and chopped chives. Cover and refrigerate at least 30 minutes. In a large bowl combine ham, peas, orange sections, lettuce and red pepper. To serve, spoon the dressing over salad; toss lightly.
